Why Don't More Cities Recycle Their Waste?

Recycling certainly goes a long way towards reducing the amount of trash that ends up in landfills. But there are still a lot of places in the United States that either don't have a recycling plant nearby or don't offer curbside collection of recyclables. As recently as 2006, there were only 8,660 curbside recycling programs active throughout the country. As a percentage of total trash production these programs only managed to recycle approximately 33% of all waste produced in the U.S.

So what prevents more cities from recycling their waste? The single greatest factor is cost. Compared to landfills, things like recycling and composting plants cost a lot of money to develop. And a lot of towns and cities don't have spare cash lying around to spend on buying land, paying a developer to build the collection center or plant, and then providing the necessary equipment and people to keep the place running.
