Why Don't More Cities Recycle Their Waste?
Recycling certainly goes a long way towards reducing the amount of trash that ends up in landfills. But there are still a lot of places in the United States that either don't have a recycling plant nearby or don't offer curbside collection of recyclables. As recently as 2006, there were only 8,660 curbside recycling programs active throughout the country. As a percentage of total trash production these programs only managed to recycle approximately 33% of all waste produced in the U.S.
So what prevents more cities from recycling their waste? The single greatest factor is cost. Compared to landfills, things like recycling and composting plants cost a lot of money to develop. And a lot of towns and cities don't have spare cash lying around to spend on buying land, paying a developer to build the collection center or plant, and then providing the necessary equipment and people to keep the place running. Granted, the costs are not prohibitively high for larger cities with 50,000 or more residents. But they are high enough to keep smaller locales from investing in recycling.
Landfills themselves are relatively cheap to build, operate, and maintain. Therefore you will still find landfills in use even in cities that have a high recycling rate. But it's not just cost that keeps landfills in use. There are still a lot of materials that can't be recycled or are simply too expensive to recycle with current methods. A lot of waste is also too poor in quality to be properly recycled, such as glass or paper. And all of that unrecyclable waste has to go somewhere. So until technology develops to the point where everything can be recycled, we'll still be relying on landfills for at least a portion of our waste.
